Team Lead: USAID/Liberian Elections and Democracy (LEAD) Activity

Overview

The Carter Center was founded in 1982 by Jimmy and Rosalynn Carter to advance human rights and alleviate human suffering worldwide. The Atlanta-based, non-profit Center works globally to advance democratic elections and governance consistent with universal human rights. 

The Carter Center seeks a Chief of Party, to be based in Monrovia, Liberia, to lead and manage the anticipated USAID/Liberian Elections and Democracy (LEAD) Activity.  This activity will promote increased leadership of marginalized groups in the political process, support the institutionalization of civic education, and by build the capacity of the National Elections Commission and civil society organizations to independently manage and oversee all stages of the electoral cycle. This position is contingent upon funding.

Responsibilities

In coordination with the Carter Center’s Country Representative, the Team Lead will represent the Carter Center for the LEAD Activity in Liberia and assume lead responsibility in developing and maintaining productive, strategic project specific relationships with project partners and other key actors in-country, including USAID, Government of Liberia officials, international organizations, diplomatic missions, NGO and civil society representatives, media and other relevant institutions and groups. The Team Lead directs and supervises LEAD project international and national staff in conjunction with Atlanta-based program management. She/he will oversee project daily operations, including recruitment, hiring, and capacity building of local staff members, as well as logistics of project initiatives. In coordination with Atlanta and the Country Representative, she/he will oversee and manage logistical, administrative and security processes for operating the project office in Liberia. She/he will ensure that all operations comply with Liberian laws and regulations, USAID obligations and with Carter Center policies.  She/he will maintain fiduciary responsibility for all field office project funds, with the assistance of an accountant, in accordance with USAID rules and regulations. The Team lead will provide analysis and guide the project on important programmatic, operational, and substantive issues.

Qualifications

  • At least ten years of experience working in the field of electoral technical assistance, law, international development, election administration or monitoring, human rights, democracy and governance programs, political analysis, including at least seven years working on DRG programming in a similar developing country context (experience working on USAID-funded projects is preferred);
  • Past Team Lead (Chief of Party) experience and/or demonstrated ability to lead a field office, and/or provide election technical assistance with a special emphasis on West Africa, and preferably Liberia;
  • Demonstrated knowledge of citizen election observation methodologies, international and regional civil and human rights documents, treaties and covenants, and election standards documents;
  • Substantial experience in project, human resources, and fiscal management, operation coordination, and security planning in coordination with a headquarters-based project manager and team; and
  • Excellent oral and written communications skills in English are required.
