Consultant – Senior Advisor, International Election Observation Mission (IEOM), Georgetown, Guyana

The Carter Center is preparing to deploy an international election observation mission to Guyana for general elections currently anticipated on September 1, 2025. The Carter Center is seeking a highly qualified individual to serve as a Senior Advisor for this mission. Travel to Georgetown for a period of up to one month is required, and the consultant will travel within the country as needed.
Responsibilities:
- In coordination with Carter Center Associate Director and Project Director, Brett Lacy, act as a Carter Center liaison to senior government officials, political party leaders, civil society leaders, and the international community.
- Join Carter Center staff in conducting meetings in Georgetown, Guyana.
- Provide electoral advice and analysis on key electoral issues, including those related to the status of preparations of scheduled elections.
- Perform any other duty requested by the Project Director or Field Office Director as necessary for the successful implementation of the project.
Qualifications:
- Applicants should have at least 15 years of experience as part of an election observation mission core team, in human rights, political analysis, or democracy and governance programs, ideally in Guyana or the region.
- Demonstrated experience and/or knowledge of the Carter Center’s observation methodology, including international and regional standards for democratic elections.
- Leadership skills and cross-cultural understanding are required for all positions.
- Strong knowledge of the political context and electoral environment in Guyana.
- Strong English writing and communication skills, and competence with computer applications are required.
Financial Compensation
A daily rate for this position is determined by an internal committee at the Center taking into account each individual’s years and scope of experience and historical rates for similar positions in past missions with the Center.
