The Carter Center is seeking a qualified individual to serve as Finance Officer (national staff) in the Center’s field office in Yangon, Myanmar. Candidates should have at least three years of experience in the field of accounting and financial management, preferably with an international organization / NGO. Fluency in English is required. Travel outside of Yangon may be required. The position will be for an initial six months with the possibility of extension. This position reports to the Country Director and requires frequent liaison with the Carter Center’s headquarters in Atlanta, USA. The Finance Officer will have the following responsibilities:

  • Process, record, and code all expenses for projects in accounting ledger (Excel and/or QuickBooks)
  • Send monthly financial reports reconciling bank accounts, cash, and advances, and organize original receipts for all expenses for examination by an Atlanta-based Financial Analyst
  • File and organize financial documentation (hard copy and digital). All files must remain available for examination if requested
  • Prepare payroll for national staff
  • Manage per diem, lodging, and other mission expenses for staff, consultants and international visitors
  • Report to Country Director each week on the financial situation of the organization including outstanding advances, bank balances, and budget against actual expenses
  • Prepare monthly forecast to request funds from headquarters
  • Prepare and provide input on budgets
  • Solicit and compare quotes for procuring goods and services
  • Maintain and update inventory of equipment
  • Prepare and renew local contracts, including staff and vendors
  • Manage the relationship with the bank and monitor all national accounts
  • Monitor subgrants and train local partner accountants as necessary
  • Coordinate with the Center’s auditor and counsel to ensure that the Center complies with any changes that affect tax and labor laws
  • Ensure compliance with financial procedures and internal controls over field accounting
  • Liaise with providers and ensure a smooth functioning of country office operations
  • Perform other administrative and accounting tasks as required
