Mali Research & Data Analyst

Part-Time Consultancy (20 hours per week)

PROJECT BACKGROUND

Drawing on The Carter Center’s expertise in conflict resolution and health programming, the Peace through Health in Central Mali Initiative aims to reconstruct relations between deeply alienated rural communities and government officials in central Mali to decrease endemic violence and improve access to health services. This community-based, bottom-up approach focuses on organizing dialogues on conflict resolution, inclusion, and shared health concerns between communities and government officials to support sustainable peace.

The Mali Data and Analysis team tracks and analyzes data about violence in Mali, including key actors, targets, types of events, locations, and dates. An interactive dashboard and monthly reports analyzing trends and dynamics of the conflict aim to help inform programming and evaluate the impact of the Peace through Health Initiative on levels of violence and access to health in the areas targeted by the project in Central Mali. The Mali Data and Analysis team also supports data collection efforts in the field and the development of M&E tools.

POSITION SUMMARY

Under the supervision of the Associate Director for Mali and the Sahel, the Mali Research & Data Analyst will: 

  • Provide thought leadership for Mali Conflict Mapping, making final decisions for the project in coordination with the Associate Director for Mali and the Sahel.    
  • Supervise the work of the Mali Research & Data Assistant and interns and coordinate the analysis and visualization of conflict data. 
  • Develop a system of participatory data collection in close collaboration with the Peace through Health team, the Mali Research & Data Assistant, and the network of local Malian peace-health ambassadors in the areas of intervention.  
  • Assist the Peace through Health team in the process of tracking peace indicators to measure program success.   
  • Create and maintain Power BI dashboards on the Mali conflict, with a particular focus on the areas of intervention and peace indicators of the Peace through Health initiative, responding to program requests.
  • Lead the creation of monthly reports (Sways) on the conflict, to be distributed internally and externally. 
  • Design and produce tailored maps of the areas of intervention to share with Carter Center staff, health staff, partners, donors, and local communities to improve knowledge about levels and actors of violence, as well as access to basic services.   
  • Contribute to research and production of internal and external reports as necessary. 

MINIMUM QUALIFICATIONS  

  • Bachelor’s degree in a field related to International Relations, Conflict Resolution, or Political Science.  
  • Strong research skills and an eye for detail. 
  • Experience working with databases, visualizations tools, and cloud documents. 
  • Must be able to read, write, understand, and speak French.  
  • Microsoft Excel skills are required.

ADDITIONAL QUALIFICATIONS  

  • Knowledge about the conflict context in Mali and/or the Sahel region.
  • Strong writing and communication skills, familiarity with NGOs, and ability to work in a fast-paced environment.
  • Research experience.
  • Management ability.
  • Master’s degree, or Master’s degree candidate, preferred.

LOCATION AND DURATION

The Mali Research & Data Analyst will be asked to commit to a 12-month contract, with potential for extension, and an estimated level of effort of 20 hours/week. This is a remote position with the possibility of travel to Mali if necessary. Any reasonable travel expenses incurred as a result will be covered by The Carter Center, as per policy.
